Contract wins mark TAMS Group’s expansion into southern WA

Diversified marine and port services company TAMS Group (“TAMS” or “the Company”) is pleased to announce it has been awarded two contracts with Southern Ports Authority (“Southern Ports”) for infrastructure and asset improvement works at the Ports of Albany and Bunbury.

Valued at $4.5 million, they are the first contracts TAMS has been awarded by Southern Ports, which oversees the regional Western Australian ports of Albany, Bunbury, and Esperance.

It also marks an expansion for Fremantle-headquartered TAMS into the South West and South Coast regions. Most of TAMS’ work in Western Australia has been centred around the metropolitan, Pilbara and Kimberley regions. TAMS is now contracted by four of WA’s five Port Authorities.

The Port of Bunbury contract involves refurbishment works to the headstocks and beams of the multiuser and multi-commodity Berth 8, with the application of new protective coatings to the steelwork.

Under the Port of Albany contract, TAMS will carry out steel and concrete repairs to the Port’s Berth 3.

TAMS will deploy teams in the coming weeks, initially to Bunbury, and then to Albany later in the year. Locally based sub-contractors will assist TAMS across the sites. In Albany, TAMS has committed to engaging Indigenous civil contracting group, Triodia Australia (Triodia). The Triodia team will be undertaking the concreting work on the Berth 3 contract.

The works are expected to start in July 2023 and complete in 2024.

The investment by Southern Ports into its port infrastructure will improve efficiency of the two ports and will allow for increased and diversified trade capacity, and support job creation.

The contract wins follow TAMS Group being awarded a major contract from Pilbara Ports Authority in May 2023 to expand the Nelson Point Tug Haven facility at the Port of Port Hedland.

TAMS Group wins major contract from Pilbara Ports Authority

Diversified marine and port services company TAMS Group (“TAMS” or “the Company”) is pleased to announce that it has been awarded a major contract from Pilbara Ports Authority to expand the Nelson Point Tug Haven facility at the Port of Port Hedland.

The Nelson Point Tug Haven is the largest of three operational tug pens at the Port. The contract is part of the second stage of a $72.5 million upgrade of the facility.

Under the contract, TAMS will construct a new outside wave screen wall to shelter vessels from waves and storm surge in cyclones and other extreme weather events.

It will also upgrade six associated tug pens at the 6.3 metre deep facility capable of providing operational and cyclonic mooring and access.

The Port of Port Hedland is the largest bulk export port in the world. The Commonwealth and WA State Governments are funding a major expansion of the Port’s infrastructure, aimed at increasing capacity to export battery minerals and import renewable energy infrastructure into the Pilbara.

TAMS has performed multiple works across the Pilbara ports of Dampier, Ashburton and Port Hedland for more than ten years.

Major works have included dredging, inspections, marine maintenance, and construction.

TAMS Group Chief Executive Officer Lee Bartlett said:

“TAMS is extremely pleased to be awarded the contract to expand and upgrade the Nelson Point Tug Haven facility. We are proud to be part of a major program of works at the Port to expand its capacity and lift trade and investment in the region.

“Our teams located at our Pilbara shorebases at Onslow, Dampier and Port Hedland have been working with Pilbara Ports Authority for more than a decade to build, improve and maintain the infrastructure at these important WA ports. We continue to live, work, and invest in the Pilbara and are proud members of its community.”

TAMS Group wins design and construct contract for the $160M Kimberley Marine Offloading Facility

Diversified marine and port services company TAMS Group (“TAMS” or “the Company”) is pleased to announce that it has been awarded the design and construct contract for the $160 million Kimberley Marine Offloading Facility (Facility) at the Port of Broome in Western Australia.

The multi-user port Facility is being developed and funded by Kimberley Marine Support Base Pty Ltd (KMSB). It is a floating wharf connected by a linkspan ramp to a 300 metre, fixed, bi-directional causeway, along with onshore terminal facilities.

The Facility will be located to the south of the existing Port of Broome wharf. Using the latest in infrastructure design, it will provide a significant boost to Broome’s port capacity, increasing supply chain options for various local industries while offering lower vessel movement costs and reduced emissions through more efficient logistics. It will also stimulate economic and employment opportunities in Broome and the wider region.

Early construction works are due to commence in the November 2022. It is expected to create 260 jobs during the construction phase and support a further 1,250 jobs across WA once operations commence in 2024.

Once construction is complete, TAMS will hand over to Peterson Energy Logistics, which has been appointed by KMSB as port operator.

Diversified marine and port services company TAMS Group (“TAMS” or “the Company”) has widened its presence in the north of Western Australia, with the establishment of three further shorebases in Dampier and Port Hedland in the Pilbara, and Broome in the state’s Kimberley region.

This doubles the Company’s permanent onshore bases, adding to its existing long-term operations in Onslow, Cape Preston and Fremantle.

An increased workload under existing contract requirements is behind the move, which will require a permanent residential workforce in those regions. It is envisaged new locally-based jobs will be created, with the Company also utilising an increased local supplier base.

TAMS Managing Director Dyon Pilmoor says it’s an exciting phase of coordinated strategic growth for the Company.

TAMS Group Chief Executive Officer Lee Bartlett said:

“We are extremely proud to have had our industry capabilities recognised by Kimberley Marine Support Base in awarding TAMS this major contract. We are a West Australian company with a long term presence in the Kimberley, including a dedicated shore base at Broome, and our knowledge and experience in the region will be important in delivering this project.

“This is a major project that will see Broome become a greater logistics hub that will also provide many flow-on benefits to the region. KMSB is committed to local engagement for this project and similarly, we will partner with local Kimberley businesses, Indigenous organisations and other key stakeholders such as the Broome Chamber of Commerce & Industry to help maximise those benefits.

“TAMS operates vessels throughout the area, our team members live in Broome and are part of the local community, so we understand just how welcome this investment by Kimberley Marine Support Base will be to the region and to the State.”

Kimberley Marine Support Base, Director, Andrew Natta, said:

“I am thrilled to announce the appointment of TAMS Group as the contractor on this significant port infrastructure project for WA’s Kimberley region. TAMS is an ideal construction partner to support this project with its knowledge and capabilities in marine and port infrastructure, and experience in northern Australia. We have a good working relationship with the TAMS team in WA, including the Broome-based team and we look forward to delivering this project with them.”

Cairns-based Taylored Offshore Services is a diving-focused company offering a complete range of commercial diving, inspection, repair and maintenance services. It offers a full range of inspection, repair and maintenance services to the oil & gas, mining, shipping, defence and marine infrastructure industries throughout the Northern Territory and Papua New Guinea.

MIPEC and Taylored Offshore Services staff are expected to retain their jobs.

TAMS Managing Director Dyon Pilmoor said:

“MIPEC and Taylored Offshore Services present an exciting opportunity for TAMS to expand its business beyond Western Australia and enter the Queensland port and marine services industry. TAMS and MIPEC are similar companies structurally, with similar service offerings, and we see this transaction as a good fit with many synergies, while Taylored Offshore Services strengthens our diving capabilities.

“We will work closely to support MIPEC customers and have already commenced engagement with MIPEC personnel and key customers to enable a collaborative transition with minimal disruption to service delivery.

“This acquisition marks another step in our growth strategy to create a streamlined marine organisation with locally-staffed shorebase locations adjacent to major ports and resource export terminals.

“We continue to build our diverse capability, operational performance and local knowledge enabling TAMS to consistently provide the right solutions to our customers to satisfy their port services, marine maintenance and marine construction requirements,” Mr Pilmoor said.

In September last year, TAMS announced it had opened three new permanent shorebases in Dampier and Port Hedland in the Western Australia’s Pilbara, and Broome in the state’s Kimberley region.

“The level and calibre of work we are pursuing in the north of the state has necessitated this move, and we are pleased to have secured onshore facilities in three further key strategic port locations.

“TAMS’ range of port and marine services is unrivalled in Western Australia. Our clients see that TAMS can provide diverse and flexible services covering entire project needs from construction through to operations.

“We have worked in this region for a long time, but the time has come to establish a permanent local workforce. Many of our employees are already residents of the North West, and we plan to expand our local staff and supplier base in the coming months. We are well positioned for future growth and work opportunities,” said Mr Pilmoor.

The Company’s expanded Pilbara operations includes landside facilities at the Port of Dampier, within the Dampier Supply Base. Port access from this prime location provides the Company with direct access to its vessels, enabling improved efficiency and project support for its customers.

At Port Hedland, TAMS has recently acquired substantial facilities adjacent to the Port operations area enabling expansion of its capability to deliver port infrastructure maintenance and marine construction projects, and port services.

The Dampier and Port Hedland operations add to TAMS original permanent base in Onslow, where it supported the port facilities construction and now operation of the Chevron-led Wheatstone project.

The establishment of a base in Broome broadens the Company’s offering further north into the Kimberley region. Located at the Broome Supply Base at the town’s Port, it is positioned to support major resources industry projects and local requirements for marine and port services, vessel charter, diving services, and moorings.
